Velocity Malfunction?

Hello all,
on 2 of my three mandala drums it is impossible to get a full velocity strike on the surface. This started being an issue out of nowhere a few days ago and no matter how hard I hit the thing it maxes out at a velocity of 22 while BEATING on it. The rims are functioning normally. I have adjusted the damping & threshold as low as they will go (1 ands 1) and there is no change. Multiple settings have been attempted to no effect. I have reset the pads by power cycling them, tried different USB ports, nothing helps. I have also ensured that there isn't any dust or wood chips between the neoprene and the sensor. Nada. Totally clean.
It used to happen occasionally with one pad but I was always able to adjust damping and threshold to fix it. Now nothing helps.
Has anyone run into an issue like this? Any thing to try that I haven't?
